§ 20-96. Commercial and noncommercial handbills—Placement on vehicles.

It is unlawful to throw, deposit, or place any commercial or noncommercial handbill in or upon any vehicle without the expressed consent of the driver or occupant of a vehicle who is willing to accept it.
