The purpose of this article is to protect the comfort, health, repose, safety, and
general welfare of the residents of the city by prohibiting the accumulation and storage,
and providing for the towing and removal of abandoned, junked or discarded motor vehicles
from public and private property within the city. For the purposes of this article,
the term "motor vehicle" shall include any vehicle which is propelled or drawn on
land by a motor, such as, but not limited to, passenger cars, trucks, trailers, truck-trailers,
semitrailers, campers, recreational vehicles, go-carts, all-terrain vehicles (ATV's),
snowmobiles, amphibious craft on land, dune buggies, racing vehicles or motorcycles.
